FTTH Council to FCC: Don't put fee on broadband Internet access
The Fiber-to-the-Home (FTTH) Council Americas has filed comments with the Federal Communications Commission (FCC) urging the regulatory body not to impose a fee on broadband Internet access services as part of the FCC’s Universal Service Fund restructuring efforts (see "FCC Chairman Genachowski unwraps USF overhaul plans"). In particular, no fee should be imposed that would increase as bandwidth and speed increase, the FTTH Council Americas advised. The council joined other commenters in asserting that "the imposition of any fee on broadband Internet access service would deter demand, thereby harming the business case and chilling investment in high-speed networks."If the Commission decides it must levy such a fee, a flat assessment per broadband connection would prove less damaging, according to the FTTH Council. Demanding higher fees for faster bandwidth services would hinder the FCC's goal of making faster broadband connections available to a larger segment of the U.S. population, the FTTH Council said. The FTTH Council also disputed assertions that price has little to do with broadband demand. Such assertions are based on outdated and inconclusive economic studies, the council charged.A copy of the filing is available from the FTTH Council Americas website.

AFL upgrades OFL280 FlexTester handheld OTDR
AFL says it has enhanced its NOYES OFL280 FlexTester OTDR to improve performance and fiber event analysis. The upgrades also enable users to save optical power meter results for integration into the TRM reporting application and offer expanded language support. In conjunction with these upgrades, the TRM Test Results Manager software is now compatible with OFL280 .SOR trace files and .ATD power meter files. Thanks to both rounds of upgrades, technicians can use TRM to combine OFL280 OTDR event analysis and end-to-end loss test results into a single report. The OFL280 FlexTester family of handheld OTDRs includes four models designed for different point-to-point and FTTx PON installation and/or troubleshooting applications. All four models have 0.8-m event and 3.5-m attenuation dead zones and include an integrated optical light source (OLS), an optical power meter (OPM), and a visual fault locator (VFL).Existing owners may download new firmware at http://bit.ly/Mj4NoA."The OFL280 is a key optical network installation and maintenance solution for many network operators," explains Michael Scholten, senior product marketing manager for AFL's NOYES test and inspection division. "The improved performance and reporting capabilities now being made available to our current customers demonstrate our ongoing commitment to these operators."
