Nokia Siemens Gets Data Management System Order From Vodafone Egypt


Finnish-German network equipment vendor Nokia Siemens Networks (NOK, SI) said Wednesday it had received an order to upgrade Vodafone Group

Plc's (VOD) subscriber data management in Egypt.

Financial details weren't disclosed.

Under the contract, Nokia Siemens will provide consulting and care services that include hardware and software maintenance and competence

development, the companies said in a joint statement.

Huawei Leaders Rotate Top Job

Huawei Technologies Co. has adopted a system in which senior executives take turns acting as the company's top administrative official for

daily operations, its reclusive founder and top executive wrote in an internal message to employees.

The management shift may be a sign that Chief Executive Ren Zhengfei is moving away from certain duties at the Chinese telecommunications-

equipment maker. Mr. Ren remains Huawei's leader, but he mentors and supports the other executives in what the company calls a "rotating

CEO" system, a person familiar with the matter said.

The news sheds a rare ray of light on the Shenzhen-based company's upper-management structure and what may be part of a succession process

for Mr. Ren, who is 67 years old, though it is unclear whether he is close to formally leaving his position. Closely held Huawei previously

hasn't described any succession plans.

Mr. Ren, who has never granted an interview with international media, rarely makes public remarks outside of relatively brief statements in

Huawei's annual reports.

Huawei has grown in the past several years to become the world's second-largest provider of telecom equipment by market share after

Sweden's Telefon AB L.M. Ericsson, and has forged partnerships with major operators across Europe, the Middle East and Canada. But the

company has repeatedly hit political hurdles to expanding in the U.S., where critics raise concerns about alleged close ties to the Chinese

government and military, which Huawei denies. Those concerns are partly based on Mr. Ren's nine-year stint in the Chinese military during

the late 1970s and early 1980s.

Huawei began moving toward its rotating executive system around 2004, when a U.S. consulting company helped Huawei revamp its structure,

Mr. Ren wrote. His comments, posted on the Sina.com.cn Internet portal Monday, were written as a New Year's message for employees, the

person familiar with the matter said.

The U.S. company "found it inconceivable that we didn't yet have a central organ," Mr. Ren wrote. "They proposed establishing an Executive

Management Team, and I wasn't willing to be the EMT chairman. So we began a rotating chairman system, with eight leaders taking turns in

the office, a half year for each person. After two cycles it evolved into this year's rotating CEO system."

"The benefit of the rotating office was that each person for a certain period took on duties as the company [chief operating officer], not

just handling daily affairs, but also having to prepare draft documents for high-level meetings," Mr. Ren said.

Most of the executives in the original rotating system were later chosen as Huawei directors, and members of the newer CEO system focus to

a greater degree on the company's strategy, delegating more daily decision-making inside the company, Mr. Ren wrote. Huawei earlier this

year disclosed for the first time a list of its board members, along with photos and short biographies, in one of the steps the company has

started taking toward greater transparency.

Mr. Ren's message also appeared to reflect what type of image he hopes to project inside Huawei, combining self-effacing remarks with

splashes of inspirational rhetoric. In the meandering message—titled A River of Spring Water Flowing East, in a reference to a Chinese

poem—Mr. Ren also said he underwent two instances of surgery for cancer several years ago.
